摘 要：
在“治国必先治党，治党务必从严，从严必有法度，法度必求完备”的逻辑思路下，中国共产党将“体系化”思维引入党内法规建设进程，提出了“形成完善的党内法规体系”这一现实命题。党内法规体系化需要满足目标任务一致性、制度统筹整体性、实质内容统一性、形式结构层次性等构成要素。党内法规体系化，对于深化全面从严治党、推进国家治理体系和治理能力现代化以及党内法规自身工作发展具有积极意义。对此，为了实现党内法规体系化，不仅要从宏观层面科学合理地设计党内法规体系的总体框架，而且需要从健全基础主干性中央党内法规、完善配套中央党内法规、健全部门和地方党内法规、统筹推进党内法规立改废释工作等四个方面予以综合推进。
Thoughts on the Systematization of the CPC’s Inner-Party Laws and Regulations

Abstract:Under the logic that “governing the country must first rule the party,and the party must be strictly ran with established laws and regulations”,Chinese Communist Party has brought a “systematic" thinking into the process of building inner-Party laws and regulations,and is calling for the establishment of a sound system of inner-Party laws and regulations.This paper thoroughly clarifies some requirements for a systematized inner-Party laws and regulations,such as the consistency of tasks and content,the integrity of the system as well as the hierarchical structure of the elements.The systematization of inner-Party laws and regulations is of great significance not only for the party administration but also for its enhancement of the state’s governing capacity.In this regard,to achieve a systematized inner-Party laws and regulations needs a scientific and rational design of the overall framework.Moreover,there are fours aspects that cannot be overlooked during the pursuant of systematization of inner-Party laws and regulations like the basic central inner-Party laws and regulations,other general central inner-Party laws and regulations,departmental and local inner-Party laws and regulations as well as the interpretation and annulment of inner-Party laws and regulations.
