发展与人类生活水平、质量以及对理想生存境界的实践与价值体验密切相关。工业文明以来的很长历史时期内，人们将发展简单等同于经济增长，忽视了其本身所具有的丰富的制度、文化以及人性的内涵，结果导致了人与自然生态、人与社会以及人自身发展的多重困境。绿色发展观念从根本上着眼于发展实践中人类需要的满足与生态约束和资源代价的付出等综合性考量，追求一种包容性、可持续性增长理念支配下的有节制的发展。强调绿色财富的创生和积累对整个社会和人类的基础性地位，倡导消费观念上的绿色化、适宜化等新的生存与发展的新的价值准则，是发展观念革命性的根本变革和历史性新飞跃。对绿色发展坚持不懈的实践，必将会把人类生存与生活方式引向更高、更合理的境界。

Green Development and Better Life：Based on the Practice-value Logic of Good Institutions

Abstract Development is closely related to people’s living standard，quality and the practice and value of ideal living. In the long historical of the industrial civilization，people have simply equated “development” to “economic growth” and ignored the richness of the institutional，cultural and human nature，which led to the multiple dilemmas of human and natural ecology，society and human development. The concept of green development is based on the comprehensive consideration of human needs，ecological constraints and resources，and the cost of ecological in the development practice，and pursues a moderate development with the concept of inclusive and sustainable growth. It emphasizes that the creation and accumulation of green wealth enjoy a basic status to the whole society and humanity. It advocates the new values of green and suitable on consumption，and is a revolutionary fundamental change and historic overpass of development. Its persistent practice will lead human existence and life to a higher and more reasonable level.
