摘　要：

 敏感性工程社会稳定风险的成因和治理，是近年来公共管理学界讨论较多的问题之一。目前，无论在有关这方面的理论探讨中还是具体的实践中，主要把敏感性工程社会稳定风险归因于此类工程所引发的“事实风险”。而我们的研究发现，真正直接导致敏感性 工程社会稳定风险的原因，是由于利益相关者在价值观上的差异所导致的对上述事实风险的认知差异而可能产生的行为冲突，我们把这种风险称为“价值风险”。事实风险只是社会稳定风险形成的客观基础，价值风险才是其直接诱因。事实上，在目前我国有关敏感性工程社会稳定风险实践中，也注意到了价值风险的治理，主要采取的措施如信息公开、适度增加补偿等，但这些措施在实践中可能会出现“现实悖论”，使具体的治理陷入困境。当然，通过对相关措施的进一步探索和完善，这种困境是有可能消除的，有关敏感性工程社会稳定风险也会得到更好的治理。

Reason and Governance Dilemma of the Social Stability Risk of Sensitive Engineering from the Perspective of Value Conflict

Abstract Reason and governance of the social stability risk of sensitive engineering is one of the frequently discussed issues in the field of public management in recent years. At present, the social stability risk of sensitive engineering is mainly attributed to the “factual risk” caused by such engineering in both relevant discussions and practice. Our research finds that the reason for the social stability risk of sensitive engineering is the behavioral conflict that may be caused by the perceived differences in the factual risks due to different values among stakeholders. We call this “value risk”. Factual risk is only the objective basis for the formation of the social stability risk, and “value risk” is its direct cause. In fact, in the current practice of the social stability risk of sensitive engineering in China, we also have noticed the governance of value risk. The main measures are information disclosure and moderate increase in compensation, but in practice these measures may have“reality paradoxe“s  that will put specific governance into trouble. Of course, this dilemma is likely to be eliminated by further exploration and improvement of relevant measures so that the social stability risk of sensitive engineering will be better governed.
