英国著名新马克思主义理论家和社会主义知识分子拉尔夫·密里本德以辩证理性的国家理论享誉世界马克思主义学术界。密里本德基于唯物史观思想，聚焦国家制度、国家权力和国家职能等重大主题，理性分析资本主义的现实困境和存在的根本问题，辩证理解国家治理现代化的本质，形成了以科学社会主义制度为基础的国家治理现代化的辩证理性思想。其主要观点可概括为：善本是社会主义国家治理现代化的基石，善念是社会主义国家治理现代化的主导意识，善为是社会主义国家治理现代化的实践内涵。密里本德社会主义国家治理现代化的辩证理性思想对于我国国家治理现代化建设颇有借鉴意义。

 

An Analysis of Miliband’s Dialectical and Rational Thoughts On the Modernization of Socialist State Governance

Abstract Ralph Miliband is a famous British neo-marxist theorist and socialist intellectual. He is fa-mous for his state theory of the dialectical reason in the world Marxist academic circle. Based on historical materialism, Miliband focuses on the major themes of state institution, state power and state functions and so on, rationally analyzes of the practical difficulties and the fundamental problems of capitalism, and dialectically understands the essence of the modernization of state governance. His main views can be summarized as: good essence is the cornerstone of the modernization of socialist governance, good thinking is the leading consciousness of the modernization of socialist country governance and good action is the practical connotation of the modernization of socialist country governance, which is of great significance to the modernization of national governance in China.
