摘 要:

住房公积金制度的存续是必要的,其改革应坚持制度原有的强制性和普惠性原则,突出制度的特惠性和资金的可持续性。对“改组为政策性住房银行” “与社会保障制度合并”两种方案的比较研究显示,政策性住房银行互助体系是适合中国国情的最佳方案。要建立政策性住房银行互助体系,第一步要在省级或全国范围内推进住房公积金管理中心建立政策性住房金融互助平台,推行资金的有偿使用;第二步要将住房公积金管理机构的行政职能与金融职能剥离,成立住房公积金管理局,并推进互助平台升格为政策性金融互助总行,为地方政策性住房银行提供流动性支持;第三步要在资金充裕的情况下改革或拓宽各级机构职能,保障各权利人的应有权利。

 

The Choice and Design of the Reform Plans of Chinas Housing Provident Fund System

Abstract  Given the necessity of the existence of Housing Provident Fund (HPF) System in China, the reform of HPF should adhere to its original mandatory and Generalized System of Preference (GSP) principle, highlighting the principles of preference and sustainability of capital . A comparative study of "reorganizing into policy-based housing banks" and "merging with social security system" indicates that the mutual assistance system of  policy-based housing banks is the best scheme suitable for China's national conditions. In order to establish the mutual assistance  system of  policy-based housing banks, the first step is to  set up the policy-based housing financial mutual aid platform at the provincial or national level, and promote the paid use of funds.  The second step is to separate the administrative function from  financial function of the HPF management organization, establish the HPF management bureau, and promote the upgrading of mutual aid platform to  policy finance mutual aid head office. The third step is to reform or broaden the functions of institutions at all levels under the condition of abundant funds so as to protect the rights of all right holders.
