摘　要：

 公共舆论环境广泛认为网络社会心态总体偏消极且难以有效引导，这种认知加剧了公众及政府对网络舆论的消极态度，不利于建设清朗网络环境。从消极网络舆情事件出发，对2022 年度10 个案例的微博文本进行情感分析和主题词频分析，并运用模糊集定性比较分析法，探寻政府回应影响网络社会心态的总体态势及特征，研究结果显示：消极网络舆情事件中，网络社会心态普遍以中性或偏中性发展为主；政府回应态度总体偏积极，但与作为方式及回应内容并不匹配；政府回应内容是否符合公众核心合理诉求是影响网络社会心态发展走向的关键因素；不同诱因下政府回应层级存在“可调节空间”等。在优化网络生态治理过程中，应结合以上结论，通过充分认识网络社会心态中性化发展趋势、切实回应公众核心合理诉求及提高政府回应能动性等措施来引导网络社会心态积极发展。

 

The Influence of Government Responses on the Online Social Mentality in Incidents that Trigger Negative Online Public Opinions

A Fuzzy-set Qualitative Comparative Analysis of Weibo Incidents of Public Concern

Abstract The current online social mentality is generally regarded to be negative and short of effective guidance and this cognition will encourage the passive attitude of the public and government towards online discourse and jeopardize the construction of a safer and cleaner online environment. Based on the Weibo texts of ten incidents that triggered negative online public opinions in 2022, the paper explored the overall trends and characteristics of government responses affecting the online social mentality through sentiment analysis and LDA with fuzzy set qualitative comparative analysis method. The research found that: in incidents that trigger negative online public opinions, the online social mentality generally develops or tends to develop in a neutral way and government responses generally tends to be positive, but with a mismatch in its manner and contents; whether the content of government response meets the core rational demands of the public is a key factor influencing the development of online social mentality; there exists "room for modification" in terms of government response levels in different scenarios. With the above findings, the purification and governance  of online environment requires recognizing the trend of neutral development in online public opinions, addressing the core rational demands of the public and strengthening the initiative of government response, so  as to ensure the sound development of online social mentality.
