摘　要：

推进乡村治理现代化是实现国家治理现代化的基础工程，数字技术全面嵌入 国家治理体制和乡村社会，在乡村治理体系和治理能力现代化建设中发挥着基础支撑作用。科层管理逻辑主导的数字下乡与乡村技术治理通过国家正式治理体制对乡村治理的吸纳， 增强了国家介入基层治理和服务群众的能力，但同时也带来村级治理行政化和技术消解自治的意外后果，造成乡村双轨治理结构断裂和基层治理悬浮。促进数字时代乡村治理现代化路径优化，要充分发挥数字技术要素作用，挖掘本土性制度资源优势，使数字技术赋能与基层群众路线有机结合，探索超越科层化的中国式乡村治理现代化道路。数字技术赋能乡村治理体制统一性建设、乡村治理行动者网络再造、乡村社会数字化整合，构建共建共治共享的数字乡村治理共同体，实现乡村治理的双轨并行与一体融通，是新时代乡村治理结构转型和治理机制创新的探索方向。

 

The Implementation Path and Operation Mechanism of The Modernization of Rural Governance Empowered

Abstract Advancing the modernization of rural governance is a fundamental project for achieving the modernization of national governance. Digital technology is fully embedded in the national governance system and rural society, playing a fundamental supporting role in the modernization of rural governance system and governance capacity. Promoting digital technology in the countryside and rural technological governance under the logic of hierarchical management has enhanced the ability of the state to intervene in primary-level governance and serve the people through incorporating rural governance into the formal governance system  of the country. At the same time, it also brings about the unintended consequences by adding an administrative touch to village-level governance and dissolving autonomy via technology, resulting in the rupture of the dual- track governance structure in rural areas and the suspension of primary-level governance. To optimize the modernization path of rural governance in the digital age requires fully leveraging the role of digital technology elements and tapping into the advantages of local institutional resources, so as to explore a Chinese path to rural governance modernization that goes beyond bureaucracy, with the organic combination of digital technology empowerment with the application of the mass line at primary level. To promote the transformation of rural governance structure and innovation of governance mechanisms in the New Era, the future development requires the construction of a unified rural governance system empowered by digital technology, the reconstruction of contributor network of rural governance, the digital integration of rural society, and the construction of a digital rural governance community based on collaboration, participation and shared benefits, so as  to realize the integration of the dual-track approach in rural governance.
