摘　要：

坚持在法治轨道上推进改革是中国式现代化的必由之路。法治保障事关中国式现代化事业稳定有序发展，是全面推进强国建设和民族复兴的核心命题。在中国式现代化法治保障顶层设计进一步完善之际，重新审视并探赜中国特色社会主义法治体系之优化路径确有必要。在立法构造上，中国特色社会主义法治体系应从立法核心、立法格局、立法重心、立法质量、立法空间、立法衔接六大维度加快释放立法体系效能。在演进逻辑上，中国特色社会主义法治体系应遵循改革和法治相统一的内在规律，破除制约现代化发展的体制机制藩篱。在价值功能上，中国特色社会主义法治体系应通过强化主体、深化目标、转化客体、绿化内涵、优化场域赋能现代化强国建设。在战略部署上，立足新时代“五位一体”总体布局，中国特色社会主义法治体系应严格落实全面推进国家各方面工作法治化的全局安排。

 

On the Perfection of Legal Support System For Chinese Modernization:

An Interpretation of the Guiding Principles Regarding Rule of Law in The Third Plenary Session of the 20th CPC Central Committee

Abstract Advancing reform under the rule of law is the indispensable path to Chinese modernization. The guarantee of the rule of law is crucial for the stable and orderly advancement of Chinese modernization and stands as a core proposition in comprehensively building a strong country and the progress national rejuvenation. As the top-level design of legal support for Chinese modernization is further refined, it is imperative to re-examine and explore the optimization pathways of the socialist rule of law system with Chinese characteristics. In terms of legislative structure, the socialist rule of law system with Chinese characteristics requires the acceleration of legislative efficacy enhancement across six key dimensions: the core, framework, focus, quality, scope, and coherence of legislation. In its evolutionary logic, the system must adhere to the inherent principle of integrating reform with the rule of law, dismantling institutional barriers holding up modernization. In terms of its value and function, the system should empower the building of a great modern country by strengthening its subjects, refining its objectives, transforming its objects, integrating the concept of green development, and broadening its domains. In terms of strategic deployment, grounded in the Five-sphere Integrated Plan of New Era, the system must strictly implement the comprehensive arrangements of the rule of law on all fronts.
